SP8 is being released now because Office 2003 is being officially launched soon. Access 2003 requires Jet 4.0 SP8 in order to block unsafe expressions. This is a new security option for Access, but it requires OS-level support. Beta 2 of Access 2003 only required SP7, but a few scenarios were discovered which required additional fixes. The 282349 and 301915 fixes are in addition to the undocumented fixes made to support Access 2003's unsafe expression blocking.
