Because there are many home users (read: non corporate...corporate are office users) that still use Windows 98 and Windows ME. This allows them to continue using the Works Suite. If it included Word 2003, they would alienate millions of users.

As Brian said, Microsoft told me it was due to the amount of Windows 98/Me users that continue to purchase newer versions of the Works suite, I do think this is the last version to use the 2002 version though.
