First, Windows 2000 has a built-in 10 minute lockout in it's standard Local Policy. If for some reason the wrong password or login name is used three times, the system will lock out from everyone for 10 minutes. This is easier to do than you think. I know, I get at least a dozen service calls a month on this [emote|:)] All it takes is the caps-lock to be depressed. Another familiar reason for this is the numlock on Laptops. Since you only see bullets and not the characters when typing in the password, the user never knows until told to look for it. And it gets worse since some Laptops will change this setting if it is docked or undocked. IF this is your issue, the answer is simple. Shut it down, wait 10-15 minutes, and try again making sure there are no key modifiers enabled. If not, and you don't have a master/emergency back-door login with admin privilages (I always do, locked up in the safe), then there is at least one utility on the internet somewhere that will, when booted from a floppy,*Equus asinus*ist you in resetting the password.
