Check your account policies (either in Group Policy in Win2K, or User Manager for Domains in NT4) to make sure there is not a minimum time set before a user is allowed to change their password again. Standard security practice is to set a policy of at least 1 day to ensure users can't over come password history; someone may have set this on your domain.
