Win98 comes with ie 4.01, win98se comes with ie 5.0. You cannot uninstall lower than that, however if you have a newer (later) version you can go back. Just go to start > settings > control panel > add/remove programs > and look for Microsoft Internet Explorer and Internet tools, if its there you can go back toa previous version.

However, i highly doubt ie6 has anything to do with the shutdown problem. Does the computer just freeze, or restart when you shutdown? If it restarts you need the shutdown supplement. I suspect it's either software or drivers. To find out just go to start > run > msconfig, choose selective startup, and uncheck the 6 boxes, and restart. If you can shutdown now, its a driver.
