VxD's are virtual device drivers. There's loaded for hardware and in 2 directories. The --- means it's not specified. That error could also be caused by a blank registry key in the services regkey.

If this just happened recently, boot to dos (press f8, choose command prompt only), and type: scanreg /restore, then pick something in the list from when the pc was working, do NOT pick the last item (the oldest). If you need to use the oldest one post and ill show you how.

Why are you upgrading directx anyway? I assume your doing this for a game? In general all directx is the same, there's really NO reason to upgrade directx. You cannnot uninstall it. Unless your application manufactor said YOU NEED DIRECTX8.0, dont install it.

The only way to reinstall directx, is to rename dxmigr.dll and reinstall win98, if you need help doing this follow http://support.microsoft.com/support/kb/articles/Q306/4/23.ASP

Also running setup /ND from a command prompt will do this, but it will blow out everything. If your problem truely is directx, this will fix it.

If it's a clean install, just format again or do a clean directory. This sounds like a fluck thing. Make sure you havent installed any other programs to avoid conflicts. Since its a new install setup /ND (case sensitive) probably won't hurt a thing. You can always go to start > run > type: msinfo32. THen on the left double click on software environment, then click on directx i think it is, itll list all the directx components. Maybe rename the 10 files or so and try upgrading again? It's up to you.
