lol thats by design. See on a laptop to save power, the processor often runs at lower speeds. When you look at the system properties stylesheet, it shows cpu speed using a function that gets the _current_ processor speed. To see the _max_ processor speed just go to msinfo32, i believe although i could be wrong. In the future windows will get the current processor speed at startup, then record it.
