here's how i would trouble shoot this:

you can get to safe mode but not regular mode? This references a vxd, which are virtual device drivers that work as middlemen between the hardware and software. In win98, vxd's are only loaded from 2 places:


From c:\windows\system\vmm32, c:\windows\system\iosubsys

and device manager.

SO here's how to troubleshoot it. First go to start > run > msconfig. Then click advanced, check force combat mode, click ok, restart when prompted. If the pc starts up now in regular mode, it means a file in 1 of those 2 folders is causing the problem. Usually it will be cd burning or dvd software. To narrow it down, go into the iosubsys folder, and sort by date. Win98 will have 5/11/98 files, win98se will have both 5/11/98 and 4/23/99 files. Leave these. Everything that is not these 2 dates move to a temporary folder on the desktop. Then go back to msconfig > advanced, and uncheck force combat mode. If the pc boots up now, u know it was a file you moved to the desktop, just narrow it down.

If that doesnt work, go into device manager (right click my computer, properties, device manager). Double click on display adapter, double click on the device, and uncheck 'enable in this hardware profile'. Do this for all devices under modems, network adapters, sound video game, usb, ports. If you can restart now you know its a driver issue, just narrow it down.

If it's something in devicemanager, u can restore the registry. Restart, press f8, chose command prompt only, type: scanreg /restore, chose a date that worked. However if its a file in iosubsys or vmm32, restoring the registry wont work.

If youve installed/uninstalled any cd burning software recently uninstall it/reinstall then uninstall it again.
