Sounds like you've got a virus or malware. Download/run spybot to check for any malware/spyware nasties. And make sure your AV is up to date.

In this case, you may need to either have a tech from a local computer store look at your system, or, if you know what your doing, reformat and reinstall everything. Having looked at a number of systems with similar problems, a reformat is sometimes the only way to clean things up.
If you choose to do this, make sure that you have adequate antivirus and a firewall installed.

It sounds like you've never refomatted or installed an OS. Make sure that you've backed up all of your data and have copies of all drivers for your computer.
To reformat/reinstall WinXP, put the WinXP CD in the DVD/CD drive and reboot. As the computer starts, you'll see a text prompt to press any key to enter setup. Do that. Follow the onscreen instructions. You'll get to a screen asking if you want to delete the partition and reformat or install another copy. Choose to delete and reinstall. Follow the on screen prompts.
If you've never done this, find a friend that knows how to do this or take it to a shop as there can be many variables related to doing a clean install.

What are the specs on your system? You really don't want to go to WinME. Many current programs don't run under it. And it's the worst OS MS ever came out with. Post your specs on your computer. There may be some upgrades that can be recommended to avoid you rolling back to WinME.
Oh, and MS h@sstopped supporting it.

Check with Dell to see how much additional RAM you can add to it. This will definitely be of benefit.

No - RAM isn't free. Had another thought. Instead of Windows LaME addition, try Windows 2000.

The install setup for Win2000 is almost identical to WinXP. Just make sure you have the correct drivers for your notebook first (i.e. check/download from Dell's website)
