What you are referring to jskog is what's called "personalized menus". It's actually a shell setting installed by ie5.0 or above. Since windows ME comes with ie5.5, it's installed by default. Also if you install office it installs ie 5.x which of course will enable this feature.

To turn it off, in windows me right click taskbar, properties, uncheck the box for personalized menus. Or go to start > settings > taskbar settings (i think).

In windows 95/98 i dont think there's an option in the GUI to disable this, you might need a reg hack. I use windows XP pro only, so i cant say for sure :(
