gdiplus.dll causing most things to crash (Explorer, Defender, Photoshop, etc)

No idea why this started happening (Not really anything has been installed or changed in the last couple of days) but quite a few things are crashing, for example, explorer.exe crashes when opening images (Using the 'Preview' thing) or opening the Games window, Defender simply won't start, start++ won't start, Nvidia control panel crashes, etc.
Here is an example of Defender crashing:

Each one of these error boxes from the various crashes mentions gdiplus.dll so I tried replacing the file with a 'fresh' copy, using regsvr to re-register it and just some other things but I haven't gotten anywhere.
I really need to fix this. :/
I don't know what details would be useful, just a rather standard Vista [32Bit/Home Premium] setup.

What other virus or malware programs do you have installed? Thinking out loud, some AV's (Norton in particular) might be conflicting with this and you may need to turn off Defender. [personally, I'd get rid of Norton, but that's my personal thoughts only]
You might want to post your question in one of Microsoft's Vista discussion forums. Their MVP's might have better knowledge on this.

[/QUOTE]It has nothing to do with Defender because as I said heaps of other apps are crashing, basically any app that tries to use gdiplus.dll crashes and lists that dll as the cause. D:
I've asked on a ton of forums and I posted on the Vista discussion (Quite sure I posted in the right one) and I haven't received a reply on there yet. [emote|:(]

As I asked before, what other virus/malware applications do you have installed? Additionally, what 3rd party applications do you have installed? Knowing this info could help diagnose the actual problem.
