I thought it might be the .NET Compact Framework? That's the only thing I've signed up for beta before and I received that e-mail saying they were shipping it my way. Although that wouldn't make too much sense since I already have the beta of the CF. Maybe the new version of the Framework includes the compact framework?

Among many other things. Yes .netframework 1.1 code name everett contains the CF and VS.Net 1.1 contains the Smart devices extentions. Whidby code name for VS.net 2.0 .net framework 2.0 is due to start Beta in early 2003 and is the Yukon Framework. VS.net 3.0?? code Name unknown but a Avalon project is known and could easily be the code name for this project. is the version that will start beta in late 2003 and is the framework for LH.
