I'm beginning to wonder if Microsoft can do anything right anymore.

It does make you wounder who's running the shop at Microsoft.

What I don't understand is how a product can seemingly take years in beta, and then it's released only to trigger a major show-stopping bug.

But according to the earlier articles posted (http://www.infoworld.com/article/08/05/09/XP-SP3-cripples-some-PCs-with-endless-reboots_1.html?source=rss&url=http://www.infoworld.com/article/08/05/09/XP-SP3-cripples-some-PCs-with-endless-reboots_1.html), the rebooting is caused by 1. HP who uses the Intel driver on AMD systems in their XP images. 2. Possibly, due to a specific ASUS motherboard. Keep in mind that, XP (75%) runs nearly on the world's 3/4 PCs, so not hitting an issue like this would be an over accomplishment. Even if the service pack has been in beta for months, several user don't install beta stuff, so it might not have got reported. It's just that in the dark ages before Web 2.0, when these things happened, the media didn't sensationalize them, now it does.
